According to Bloomberg (September 28, 2026), spouses and children of executives, researchers, and founders of private AI and chip companies require prior government approval for any overseas travel. For the employees themselves, including Alibaba and DeepSeek specialists, the restrictions have been in effect since May 2026.

🌍 On September 15, a State Council decree of the PRC came into force, allowing the ban on overseas travel in the event of a risk of technology leakage through export control: for the first time, it covered the private sector.
