FTC Chair Andrew Ferguson, in an interview with Reuters at the Momentum AI Austin conference, stated that AI agents cannot be considered independent "actors": "the one who picked up the hammer should be punished." An audit of disputed cases showed that the agents were carrying out instructions, not "going out of control."

🌍 For transactions, purchases, and leaks involving agents, the regulator addresses claims to developers and operators: this affects contracts, insurance, and the design of agent platforms. Ferguson does not currently support new AI laws.
